Roles and Responsibilities

Project Management:

Assist construction and development teams with all facets of project management including but not limited to:

  • Project delivery from concept to occupancy

  • Contract review and negotiation with contractors, supplier and consultants
  • Construction Insurance and Bonding
  • Prepare and issue contracts and sub contracts

  • Quality control
  • Change Management – CCN, CO, Review, negotiating, tracking
  • Monthly cost monitoring
  • Payment certification
  • Contract close out

Consultants:

Works directly with project consultants to facilitate project delivery. Includes:

  • Project scope definition
  • Procurement of services
  • Preparation and negotiation of consultant agreements
  • Coordination of consultant meetings
  • Contract administration
  • Progress draws and payment reviews

Administrative:

Involved in all project and on-going business administration as follows:

  • Construction project administration
  • Contract documentation management
  • Attend owner/consultant/contractor meetings
  • Manage team meeting agenda, scheduling, and meeting minutes
  • Liaise and collaborate with RFA Developments and RFA Capital Directors, Partners, associates

Clients / Investors:

Interfaces directly with clients and investor groups to execute on project deliverables:

  • Communications management planning
  • Stakeholder requirements
  • Monthly reporting – financial and project updates

Estimating:

Development and construction estimating including:

  • Leverage construction cost indexes and market data to facilitate budget and feasibility analysis
  • Review cost estimates and accuracy

Skills and Competencies

Excellent organizational skills and ability to prioritize Strong interpersonal skills and the ability to clearly communicate Understanding of various project delivery models – Construction management, design-bid-build, stipulated price. Overview

Supports Project Management and Construction team for estimating procedures and coordination of project initiatives for the High-Rise Division.

Roles and Responsibilities

Responsibilities of this position include, but are not limited to:

  • Prepare pre-feasibility study estimates and definitive release estimates
  • Prepare cost estimate reviews and reports with high level of accuracy
  • Prepare accurate reports of cost comparisons for different materials and cost trends
  • Maintain estimating software database, models and assemblies
  • Read and interpret blueprints, specifications and scope documents to prepare, analyze and maintain thorough take- offs with accurate quantities for all phases of high rise residential construction
  • Assists project manager with tendering and contract awards for large projects
  • Calculates pricing and estimates using an automated estimating system.
  • Input take-offs into Newstar software
  • On-site field visits to validate take-offs
  • Prepare quantity take-offs of different trades (Excavation, formwork, concrete, structural, mechanical, electrical etc)
  • Interact directly with vendors and trade partners during bid process
  • Interact directly with site superintendents and trade partners on current conditions and on all change orders
  • Value-engineering, assist in identifying cost-saving construction techniques and alternative materials to reduce costs and provide additional value
  • Work with appropriate trade partners to estimate standard selections and available selection choices (upgrade options).
  • Assist in the preparation of Purchase Orders for construction within Newstar software

Skills and Competencies

  • Working knowledge of Microsoft Excel, Word, Outlook Express, Newstar REMS

Position Title

Quantity Surveyor - Site-C (Fort St. John)

Overview

Duties:

Reporting to the Site Project Controls Lead, Site-C, the Quantity Surveyor will support the Site-C project by providing expert knowledge of construction progress and performance measurement by ensuring sub projects and associated contracts are managed efficiently. The successful candidate will have expert knowledge of the heavy construction industry, including experience establishing rules of credit, measuring physical progress versus plan and verification and validation of quantities on mega projects in the Utilities sector.

In addition, the individual will provide advice and guidance on all aspects of the construction process with a strong emphasis on identifying and managing risks and opportunities. This position will work closely with various groups within the overall Site-C project such as Engineering, Construction Management, Project Management, Project Controls, Contracts, and Finance. The successful candidate will be a subject matter expert in Quantity Surveying, Estimating or Construction Management, with a proven track record of working on large scale, complex projects associated with the construction of heavy civil, mechanical and electrical mega projects.

Roles and Responsibilities

Key Accountabilities:

  • Performs site physical progress measurement, including verification and validation of contractor quantities
  • Prepares and submits interim valuations
  • Manages and valuates variations and change orders
  • Identifies potential risks and evaluates option for control
  • Completes internal and external reporting throughout the lifecycle of the project
  • Works closely with field staff and contractors on a daily basis
  • Implements the Site-C Progress and Performance Measurement Plan
  • Streamlines progress measurement process on site
  • Develops a centralized quantity tracking database by sub project
  • Creates quality metadata in the database to meet different query requirements
  • Establishes Rules of Credit for each sub component
  • Develops progress reporting syste

Skills and Competencies

Knowledge, Skills, and Abilities:

  • Expert knowledge on construction costs and contracts within the Utilities sector

Qualifications:

  • Degree in Engineering such as Civil/Mechanical/Electrical Engineering
  • Registered Professional Engineer (P.Eng.) or eligible for registration with Engineers and Geoscientists of BC (EGBC)
  • Degree in Construction Management or Business Administration may also be considered
  • PQS (Professional Quantity Surveyor) designation is preferred or the willingness and ability to obtain same
  • Active member of CIQS (Canadian Institute of Quantity Surveying) or AACE (Association for Advancement of Cost Engineering
  • Working knowledge of practical aspects of civil, mechanical and electrical disciplines
  • Minimum of ten (10) years progressive experience in large capital project management, including hands-on involvement in major infrastructure projects, ideally in a Quantity Surveying, Estimating or Construction Management role
  • Excellent working knowledge of Database Management
  • Conversant with the planning, and design of equipment/material procurement and construction processes required to deliver major capital projects

Additional Information:

  • This role is based in Fort St. John and is not a rotational role.
  • This location is eligible for a Remote Incentive of 12%. Remote Incentives are paid bi-weekly to Full-Time Regular employees working in eligible remote locations.

Preference will be given to candidates with the following qualifications:

  • Prior field project management or construction experience.
  • Previous experience with Earned Value Management would be an asset.
  • Knowledge in the use and implementation of project management systems such as Primavera P6, SAP, Unifier, Passport or equivalent.
  • Knowledge of qualitative and quantitative Risk Analysis using Primavera Risk Analysis, Acumen Fuse, Crystal Ball or equivalent.
  • A valid class 5 driver's license in good standing.
